What drives the price

  • Ratios. Infant rooms require 1 teacher per 4 children by NYC regulation, which is the single biggest cost driver.

  • Hours. Extended-day (7am–6pm) programs cost more than school-day (8am–3pm) programs.

Free and low-cost options

  • 3-K for All & Pre-K for All. Free full-day programs through the NYC Department of Education for 3- and 4-year-olds.
  • EarlyLearn / ACS-contracted centers. Free or sliding-scale care for income-eligible families starting at 6 weeks old.
  • Head Start & Early Head Start. Federally funded programs for families below the poverty line.
  • CCAP voucher (ACS). Subsidy paid directly to a participating provider; co-pays are often $5/week or less.

Who qualifies for NYC childcare assistance

Most NYC childcare assistance programs use these baseline criteria. Rules change yearly — always confirm with ACS or your provider.

  • Household income at or below 85% of the State Median Income (roughly $112,000 for a family of four in 2026).
  • Parents working, in school, or in approved training at least 20 hours per week (or a documented "reason for care" such as medical need or job search).
  • Child is under age 13 (or under 19 with a disability).
  • NYC resident with valid documentation.

  • Photo ID for each parent or guardian
  • Proof of NYC address (lease, utility bill, or ID)

How to apply, step by step

  1. Confirm eligibility using the NYC ACS Child Care eligibility guidelines or by calling 311.

  3. Complete the CCAP application packet (online via ACS, by mail, or in person at a Borough Child Care Resource and Referral office).
  4. Submit your documentation checklist above. Keep copies of everything.
  5. Wait for your voucher determination letter, then bring it to the provider to enroll.
  6. Recertify on the date shown in your letter (usually annually) to keep your subsidy active.

Other ways to lower the cost

  • Dependent Care FSA. Shelter up to $5,000/year of childcare costs pre-tax through your employer.
